I.  Responsibilities

A.     Create and implement marketing and advertising campaigns and promotional efforts for the agency.
B.     Assist with the implementation of the donor fund raising campaign for the agency

C.     Assist VP for Development with grant preparation and follow-up reports. 
D.     Manage all mailings associated with development and marketing.

F.     Manage progress and track income through donor account database.
G.     Work with volunteer coordinator to secure interns and volunteer participation for development and marketing projects
H.     Monitor and facilitate the purchase of agency stationery and printed materials.
I.     Direct written and print production for all agency communications and marketing material.
J.     Prepare, design and layout newsletters, annual reports, brochures, etc.,
K.     Provide support for special events and special projects including creating print pieces, tracking and acknowledging contributions and attending events
L.     Assist other departments on special projects, promotions, duties, etc., as needed or requested

II.  Performance Criteria

A.     Successful and timely completion of required duties.
B.     Positive representation of PPWP to the community, donors and supporters
C.     Strict confidentiality in the performance of duties
D.     Effective working relationships with other staff, Board members, donors and volunteers

Status: Non-Exempt
Reports to: State Outreach Director

General Description:

The League of Conservation Voters Education Fund (LCVEF), the independent political voice for the environment, is seeking a Voter File and Data Systems Manager with the strategic, technical and leadership skills to build an organization wide state voter file based cutting edge data use system.

Specific (Essential) Responsibilities:

  • Integrating membership data base systems with state voter files.
  • Analyzing data and modeling projects.
  • Managing databases.
  • Creating, managing and distributing reports and answering any data system related questions.
  • Working with other staff members and state league staff to add fields and preferences to the databases.
  • Create effective feedback mechanisms for voterfile and member data base systems.
  • Interacting with Catalist, data system vendor, and LCV/LCVEF and Federation staff and leaders to keep communications open and build the best data products, models, training programs and operational efficiencies.
  • Other responsibilities as assigned.
     

Requirements:

Education:

Bachelor’s degree in computer science, electrical engineering, or equivalent experience.

Work Experience:

Minimum 5 years managerial experience of databases.

Skills:

  •  Expertise in database development and management.
  • Experience with various data base systems (including PIDI), data integration, data aggregation and de-aggregation.
  • Use of statistical models, precinct targeting, consumer appends, lifestyle cluster data, census data, etc. a plus.
  • At least 1 year experience managing a voter file for a party, organization or campaign.
  • Familiarity with Microsoft Access, SQL, FoxPro or similar relational database interfaces.
  • Strong planning and management skills.
  • Strong communications skills.
  • Ability to translate complex data work to user friendly, accessible language.
  • Expertise in modeling (or a desire to develop modeling).

Capabilities:

Ability to manage complex data systems and relationships. Ability to plan and manage time sensitive projects with competing needs. Ability to work effectively with others and keep track of multiple ongoing projects. Ability to develop and oversee implementation of training programs.Conditions:

what are committee endorsements worth?

This comment from Jim Burn in an article in today’s Post-Gazette was just crying out for comment.  Regarding Doug Shields’ decision to continue his race for city controller, Jim said:

Committee people and Democratic voters need to ask the candidates themselves, ‘Why are you seeking the endorsement, and working so hard to get it, and then turning your back on the committee if you don’t?’

My immediate reaction is to answer this totally rhetorical question with the obvious answer:  because everybody knows that the committee endorsement isn’t actually very democratic.  Or meaningful.  Plus it’s common knowledge there’s a big disconnect between the party leaders and the voters — and in the game of politics, that’s a fact worth exploiting.

But I have to wonder about the mindset behind Jim’s comment.  Is he really suggesting that the primary is best imagined as a rubber stamp of the committee’s endorsement vote?  The level of disdain for the democratic process in his question is just staggering.  He’s saying to the voters, “what, we’re not good enough for you?  you want to make up your own minds about the candidates?  gotta wonder why, but ok…”

This may or may not be common knowledge, but I and a bunch of other committee people in P2 got squarely behind Jim Burn — the young reformer – in his race for committee chairman, and this after we met with him for a good 45 minutes’ talk about party politics and the rationale behind committee endorsements.  I was pretty adamant that committee endorsements shouldn’t be binding, and I still stand behind the reasoning I used then:

(a) Committee endorsements aren’t based on any policy or platform analysis — it’s all about who you know, who you work for, and how winsome your personal pitch is.  The committee doesn’t have any articulated platform or charter of priorities or values against which committee people could measure the positions and actions of the candidates looking for the endorsement.  And there’s nothing open or rational about the endorsement process:  after weeks of being snowed in by campaign literature, little reminder giftie-poos and phone calls, you show up on endorsement day, eat the candidates’ donuts and hot dogs, shake a bunch of hands (whether you want to or not) and go cast your vote.  If you’re lucky, you come from a ward that organized a meet-the-candidates evening beforehand; but there’s no guarantee that anything the candidates say at such an event will give you a clue about where they stand on issues.  And whether or not they do have anything to say about issues has absolutely nothing to do with whether or not the committee folks present will vote for them.

(b) Requiring committee members to toe the party line with respect to the endorsements essentially takes away any meaningful contribution they can make to building up the party.  Rather than being able to offer policy or platform analysis to my consituents, for example, I’m theoretically forbidden from saying anything but “vote for the endorsed candidates!” and if anyone should ask why, the only answer available to me (per (a), above) is “because they got the endorsement!” – which as any moron can see is totally ridiculous, and doesn’t encourage any disaffected voters or non-voters to take the whole civic engagement thing seriously.

(c) Because of (a) and (b), the candidates who run with the committee’s blessing are under very little pressure to develop competitive platforms and policies, and this is clearly bad for the region as well as the democratic party.  We’ll keep offering up weak candidates whose only qualifications are their political connections, and hoping against hope that the Republicans don’t get their act together in Pittsburgh and start reaching out to the folks who don’t vote with candidates or positions that really address their needs and priorities.

To his credit, Jim was very honest in telling us that he didn’t think this reasoning could move the county committee, and that if he were elected he probably would not be pushing for an open primary.  To which we responded that ok, but we weren’t backing down on this issue, and he’d have to just accept that we wouldn’t be complying with party rules.  But then, he was happy to have our support anyway.  Go figure.

These days, though…  I wonder.

There are a bunch of letters in today’s Post-Gazette offering appreciation that the Penguins deal is now done — and asking, “how are we supposed to get to this nifty new arena you’re planning, without bus service?”

Very good question.

Position Description 
AV Pennsylvania seeks an experience individual for the full-time position of Data Manager.  America Votes utilizes and offers its partner organizations a range of voter file, data and targeting services.  We seek an experienced individual with a combination of technical and political skills to manage these services and work with state partner groups in Pennsylvania. 
Duties and Responsibilities 
  • Manage and coordinate all data needs of AV Pennsylvania Staff and Partners. 
  • Work with consultants and other AV staff responsible for the acquisition, enhancement, manipulation and management of voter files.  
  • Manage voter file access for AV Pennsylvania partner organizations and their consultants. This includes administering user and security settings; training end-users and providing available technical assistance; and running queries to perform counts. 
  • Work with partner organizations using the voter file and other technologies to support and enhance voter contact programs (mail, phones, door to door, etc.).  This includes analyzing voter files and generating reports; preparing targeting recommendations; providing the export, delivery, and analysis of preferred voter file data. 
  • Manage and enhance volunteer recruitment database, virtual and predictive dialer and web based programs and information. 
  • Work with other AV PA staff and partner groups to ensure that political and voter contact programs are maximizing shared voter file, targeting, and other data resources. 
  • Make recommendations regarding ways to make data and database operations more efficient and effective. 
  • Ability to troubleshoot and resolve hardware and software problems 
  • Working with vendors to resolve any IT issues that may arise 
Qualifications 
  • Needs experience with database management and operations; two or more years are preferred.  Moderate to strong background in SQL and query construction is necessary.  Familiarity with an enterprise-scale platform (e.g., Oracle, Microsoft SQL Server, mySQL) is preferred, although experience with desktop-scale platforms (e.g., Microsoft Access, FoxPro, Lotus Approach, FileMaker) is also acceptable. 
  • Have strong interpersonal and communication skills and the ability to think independently and creatively.   
  • Have experience in the use of data in candidate or issue-base campaigns. 
  • Diplomatic and professional approach to problem-solving. 
  • Ability to manage several tasks/projects concurrently and prioritize work effectively. 
  • Ability to work independently, exercising good judgment and discretion. 
  • A self-starter, be willing to work sometimes long and irregular hours and to travel. 
  • Experience with Dell (preferred) hardware (desktops & laptops)

Aquatic Science Technician Intern (2 paid positions, plus housing) (May – October, 2007)

Seeking interns for summer field sampling of fish and freshwater mussels in the Allegheny and French Creek watersheds. Qualified individuals should possess or be working toward a bachelor’s degree, with experience working with macro invertebrates, fish and/or freshwater mussels preferred. SCUBA certification is strongly desired. GPS & GIS experience helpful, but not required. Must be able to swim; be willing to work on various water vessels; spend long hours out-of-doors; and travel to different field sites with overnight stays. Positions are based at the Northwest Field Station, located at Lake Pleasant in Erie County. Housing is available and will pay an hourly wage.

Botany Intern (1 paid position) (May 2007 – September 2007, with possibility of extension)

Intern will provide assistance to the botanist in conducting field surveys for rare plants and natural communities in western Pennsylvania. May also assist with data collection for a plot-based monitoring study of Delphinium exaltatum (pending funding).

Applicants should have (or be working towards) a bachelor’s degree in botany or a closely related field, a basic understanding of statistical analysis methods, and a working knowledge of the flora of the region. Experience with GIS and GPS is greatly beneficial.

Conservation Data Assistant Intern (1 paid position) (June 2007 – August 2007)

The primary responsibilities for this internship will be to process information and enter data into database, map, and manual files and to provide information to users as appropriate and in formats that are well organized and accessible. Qualifications include education or experience in biology, conservation or a related field of study, the ability to comprehend and summarize basic scientific or biological information, basic familiarity with Windows operating systems and the operation of basic personal computer software programs. Familiarity GIS and positioning tools such as GPS and topographic maps and database software desirable. Position may include limited fieldwork. Position is based in Pittsburgh, PA and will pay an hourly wage.

 

Land Stewardship Intern (1 paid position, plus housing) (May 2007 – September 2007)

Intern will assist in implementing the Bear Run management plan, including invasive plant species surveys and removal, trail and campsite construction and maintenance, and deer density surveys.

Applicants should have (or be working towards) a bachelor’s degree in natural resource management or a related field of study and have trail maintenance experience (experience using chainsaws, weed-wackers etc. preferred). Familiarity of the flora of the region, invasive species and experience with GIS and GPS is greatly beneficial. Position is based at the Bear Run Nature Reserve in Mill Run, PA. Housing is available and will pay an hourly wage.

 

Vegetation Ecology Intern (2 paid positions) (May 2007- October 2007)

Will assist in conducting research related to the conservation of the native flora of Pennsylvania. Includes documentation of the flora and plant communities of Pennsylvania with emphasis on rare elements, non-native invasive species, and plant community classification.

Responsibilities include transporting and setting up field equipment, making specimen collections, recording ecological data, documenting populations of rare plants and natural communities, compiling collected data, data entry and analysis, research and record processing, GIS mapping, and correspondence. Applicants should have (or be working towards) a bachelor’s degree in botany, ecology, or a closely related field, a basic understanding of statistical analysis methods, and a working knowledge of the flora of the region.

Experience with GIS and GPS is greatly beneficial. Applicants must be prepared to spend several consecutive days away from home and to work in the field under rugged conditions. All hail the new czar

Mayor Ravenstahl, who — as some of you may have heard — is running for re-election, visited with me a month or so ago, in my capacity as a committeewoman, to talk about Oakland.  It was a good conversation, and we both learned some things.  He did say one thing that confused/amused me at the time:  in the midst of his unstinting praise of Pat Ford, the city’s planning director, the Mayor said, “he’s going to get promoted.”  And I couldn’t help but laugh a little and ask in turn, “promoted to WHAT, exactly?” — since what kind of promotion can you give the Director of City Planning?  He didn’t answer.

But now we know:  Pat Ford has been promoted to czar.

Mr. Ford’s formal title will be director of economic and community development, and his role will shift from monitoring and regulating development to encouraging it.

I hadn’t realized the function of the city planning director was so limiting and so structurally constrictive of economic and community development.  Does this mean that his successor, previously his second-in-command, will now become his foil?  And:  what does it say about the administration’s opinion of City Planning, if Pat Ford’s vacancy there can be so quickly filled by someone who has only been with the city for 6 months?

thinking about this post over at ADB, I asked my mother this evening if she felt the mayor was doing a good job with the whole street-clearing, public-works-wrangling challenge of this the first semi-crisis he’s had to deal with, and she said, on balance, no, he wasn’t.

but then, obviously thinking about O’Neill’s column in today’s PG, she said, “but that’s probably because Peduto hasn’t released a plan for dealing with salting the streets yet, so the mayor probably didn’t know what to do.”

How does that legend go – in which George Washington supposedly skipped a silver dollar over the Potomac?  This morning’s article in the PG about the PA Senate’s resolution eschewing responsibility for any cost over-runs for the North Shore Connector reminded me of that — except here it’s not a measley $1 coin, it’s $15 million.

Whatever her motivations, there’s no denying that Sen. Orie has a point:  the state doesn’t have enough money to meet existing infrastructure needs, and this is no time to be cavalier about $15 million that could be going to keep PAT’s buses running.  Nevertheless it does seem a little silly to watch the County and the State playing hot potato with this project.  It’s not terribly realistic to assume they can kill cost overruns by fiat, nor is it politically reasonable to want to take credit for building a project that you’re not willing to pay for.

I found the resolution and Sen. Orie’s comments about it to the PG encouraging, though:  if the state is balking at an extra $15 million for this tunnel proect, how willing could they be to dig up an extra $2.7 billion for the Pittsburgh leg of the Mon-Fayette?  Stinginess is sometimes welcome.
