Whats wrong with a switchback trail? Get the ca$h from some grant for trail improvements. I'm sure there was once an ancient indian trail that went up the hill.
Maybe there is some indian grant fund from the casino
revenues that should go back to the injuns from
western Pennsylvania, who occupied this area.
The ones who have no "Pennsylvania official tribe
designation".

A staircase will have to be maintained by some public works bureaucracy, and thus a new administrative "green stairway" position will have to be created at the taxpayers expense.

A walking or hiking trail will promote a "young"
atmosphere for use. Not some gummer, ADA ridden
weasel, or walking device aimed at all population diversity from handicap to mentally retarded from infant to 95 year old active adult.
