 - Who is we? Pop City, The Heinz Family Foundation? The SPC just unvailed Project Region, which is supposed to be our regional transportation and development plan that we all FOLLOW. Early indications show it is not being followed. It had a long public input process, as did the County Plan, which also had its own public input process. Too many plans, not enough implementation?</description>
